Attack happened outside provincial office building

We've reviewed footage of the shooting and now see that the attack happened outside the provincial office's building, rather than inside as reports previously indicated. Chalong is seen pointing the gun at someone through the window of a black car. A separate clip shared by local media outlet Thairath shows Chalong tucking the gun into his pocket as he walks away from the scene.
